    When Clinton kicked off the tour July 4 in New York's Central Park, the show was described by critics as tight and concise. Here in the District -- Clinton's beloved Chocolate City, or C.C. -- the vibe was looser as Clinton treated the almost four-hour concert like a jam session.
    The concerts, part of a tour of the United States and Europe, were to promote his new album, "T.A.P.O.A.F.O.M.," which stands for "The Awesome Power of a Fully Operational Mothership." With a shiny new ship -- shaped like a pyramid with 10 triangular feet -- it is clear that Clinton also wanted to once again create the awesome power of a fully operating Parliament-Funkadelic.
    He came onstage shortly after 8 p.m., initiating a prolonged chant -- one that, translated for a family newspaper, means "dismiss that stuff!" With the group's guitars taking center stage, the opener flowed almost naturally to "Maggot Brain," which features a lengthy solo by guitarist Michael Hampton and is a standard among hard-core P-Funk fans and those whose tastes run more to rock than R&B.
