    I am not prepared to issue a certificate for the following reasons:
    Samoa. 1891-92 (March)
    1s Rose - carmine.
    Perf 12 1/2
    Watermark. NZ over star. Bisected on
    small piece and cancelled. "Apia Samoa. May 28 1895" in blue - black.
    Due to the fire in the P office on 1 Apl 95, most of the stock of stamps
    were destroyed or damaged. Mr Davis the postmaster use a small
    quantity of the 1s. bisecting them.
    Stamps dated between Apl 18 and
    May 23. Perf 12 1/2 are definately
    genuine and were accepted for
    postage overseas.
    A small number of Perf 12 1/2 Rose carmine
    and a large number of
    Perf 11 Rose were cancelled on piece for collectors, this copy probably
    falls under this catagory.
